Timing:
It may be decided to train the Delegates as an AD Hoc group for a short time first.
During this period they can practice by Mock deliberating and passing certain Proposals that the Actual House should consider first.
They may study each other and elect mock leaders to take over from their Organizer.
When the mock leaders feel the time is right to open the House, they may do so.
The first action of that first real session is to ratify all the proposals that were passed as a mock Ad Hock group, including its leadership, after all present have taken their oaths of office first in this session.
Medical Leave:
If any Delegates are squeamish that the House is opening too early they may call in sick until they are feeling more comfortable and take their oath then.
The Act Of Opening:
The mock Speaker of the House calls the room to Order, perhaps by:
“Hear ye, Hear Ye, Hear Ye! This House is now coming to order. All those not Representatives or Aids please leave now. The first Session of this house for the year of 202? is now called to order.”
