In a Republic,who has the authority to create the County Assembly?
Answer #1:
To create a County Assembly, anyone from that county has the right to create one. And at the same time, everyone has the authority to create it, that being only one recognized assembly for the purpose of creating only one Republic.
Traditionally this is called a “grass Roots organization”.
Clif High calls it a Self Organizing Collection (SOC).
This collection can be any number of members it chooses to be.
It can be numbered into infinite or it can be decided to be a set maximum members as defined in its Bylaws.
Thus, a small number of members can decide the maximum of future members in the
total collection or just a sub-part of the collection.

In a Republic, who has the Authority to create the State Government?
Answer #2:
To Create a state government, the county Assembles in that State area can create the state government.
This collection can be any number of members it chooses to be.
It can be numbered into infinite or it can be decided to be a set maximum members as defined in its Bylaws.
Thus, a small number of members can decide the maximum of future members in the total collection or just a sub-part of the collection.
In regards to the state government, any number of Counties can create the body of the State Government, and set maximum members in sub-parts of it.
As more county assemblies join it, the stronger mandate that state gets.
As more Assemblies join in, they ratify, agree to and make lawful all that was created before they entered.
In the immediate time of 2024, a National SOC created 50 State Governments, with the possibility of not having the power to do so.
However, as Assemblies create or join that government shell, they can ratify what was created by National or alter what was done and then join it by filling it with the required missing members it its House and Senate.
