The Problem:
How do we open the State House of Representatives?
Who has the authority to do it?
Facts & Assumptions:
- This writer assumed that the current Senators and single Representative were appointed by the Governor to be Interim State Officers.
- Today I learned from Craig Pearson that they are not part of the State Congress but are actually “Advisors from National”.
- Therefore, it appears that there is no one in the State authorized to create the State House, including Governor Michael Bishop.
- Florida now has 27 County Assemblies out of 67 Counties and has 30 Elected Delegates to be sent to the House of Representatives.
- In order to begin training these Reps it is hoped they can focus on normal business matters associated with an Interim government, one waiting to announce itself when the time comes.
In the meantime, it can advance the strengths of their team and the State creation by making decisions that the Governor cannot. - Quorum: The Delagates can vote to open their House of Representativs themselves, as that was their purpose in being elected. The Delegates Vote to do this needs to be approved by 51% of the Delegates that vote.

You can even have the results dropped in a spreadsheet automatically and sent to the voters as new votes come in in real time. Thus it can be posted and each other can certify their own vote.
The Plan:
- Update Delegates on the plan to:
- Open the house of representatives.
- Provide detailed information about the training & voting process along with an allotted time frame to complete training. After due process and diligence all delegates vote yes / no. Majority vote rules.
- Open the house of representatives.
- The Delegates need to make their first vote to approve this Proposal to raise their own House Of Representatives.
- Send Notice to Governor Michael Bishop that the Free State Of Florida House Of Representatives is now Open.
- This first vote will be made by either Phone or Email Voting system that will be certified by all members, including those that voted and those that abstained, before being certified.
- Voting will remain open for three consecutive days, but once cast each vote will be unchangeable.
