The Problem:
During the Interim period, how can Florida electronically vote in their State House, In their State Senate and hold open voting in their First Senate Election of Interim officers?
Facts & Assumptions:
- Perhaps the simplest method will be to mail out official ballots using a registered (or third party) email service.
- For certification purposes, have several parties receiving the return of those ballots for separate counting and certification.
- The following day after the voting deadline, publish those ballot totals. When possible, show actual individual voting for the House and Senat
The Plan:
- Design Official Ballots. To be approved by the Secretary of State and appropriate House or Senate Leader.
See: Page 3 Emailed Ballot - Decide the cut-off dates and source of the members email listing to be used. This will be decided by the Secretary of State and the appropriate Ranking House or Senate Leader.
- First Open State Senate Election: Emails sent out by Secretary of State, using a per-decided dated National or State membership email list. The ballot will be returned to the ranking Senate Leader and the Secretary of State for Joint certification. The Ranking Senate Leader will publish a list of how each Senate member voted.
- House Internal Voting: Emails sent out by ranking House Leader, using a per-decided dated State House membership email list. The ballot will be returned to the ranking House Leader and the Secretary of State for Joint certification.
The Ranking House Leader will publish a list of how each House member voted. - Senate Internal Voting: Emails sent out by ranking Senate Leader, using a per-decided dated Senate membership email list. The ballot will be returned to the ranking Senate Leader and the Secretary of State for joint certification.
The Ranking Senate Leader will publish a list of how each Senate member voted. - Formal Ratification: At a later date after more many more members are added to the House and Senate, these votes can formally ratified to insure lawfulness of emergency actions taken in arlier voting.
