De Jure means "Lawful".

In the political world, this is the opposote of "DE Facto" which means unlawful but the world recognizes it as lawful.

Thus a De Jure Grand Jury is the highest court in a county although currently most people think the corporate county Granfd Jury,
a De Facto grand hury, is the lawful court, which it is not.
